What is At-rest clean room (facility)?

A clean room (facility) that is complete and ready for operation, with all services functioning and with equipment installed and operable as specified, but without operating personnel in the facility.

 It means the facility is ready to operate but the operator is not there in the room. The presence of an operator may increase the viable and non--viable particle count. Therefore in some cases, the count is taken in at-rest conditions.
